Mehsana is the district headquarters of the Mahesana district in Gujarat. It is a Class A municipality as the population is more than 1,00,000 as per the 2011 Census. The NULM mission is driven by the theory that the poor have a desire to come out of poverty; they just need assistance and initial aid. Under the 74th amendment, poverty alleviation is driven by the ULB. NULM is a nationwide scheme having a subordinate body in every state in Gujarat its GULM – Gujarat urban livelihood mission. It deals with six verticals; ESTP, SEP, SUSV, SUH, CBT and SMID.
