NULM is Deendayal Antyodaya Yojana-National Urban Livelihood Mission. The NULM mission is driven by the theory that the poor have a desire to come out of poverty; they just need assistance and initial aid. Under the 74th amendment, poverty alleviation is driven by the ULB. NULM is a nationwide scheme having a subordinate body in every state in Gujarat its GULM – Gujarat urban livelihood mission. It deals with six verticals; ESTP,  SEP, SUSV, SUH, CBT and SMID. The exercise focused on understanding the implementation of the mission and the challenges faced. PFA documents for the plan of action for rehabilitation of the urban homeless, RFP SUH, SUH survey tender for Mehsana Nagar Palika, Urban homeless survey questionnaire

The Implementation plan to survey the homeless evolved around three stages planning, field survey and reporting.
A Term for reference sheet curated to outsource the facility manager via tender document. The tender document consists of the description of roles and responsibilities and the framework for the plan of action for the rescue operation, outreach, and inspection. Operating procedures for the daily administration and rehabilitation of the homeless.
The first step would include the Identification of softer elements in the resistance to moving to shelter homes such as childhood traumas, threatened or triggered by an external force, infrastructure undersupply in shelter homes etc.
