Housing policies in recent decades, have been focused on home-ownership and incentives, or fiscal benefits, that has worked towards the promotion of home-ownership. As a first step, this requires a change in focus on the national policy level as well a change in the laws governing rental housing. Here provision of rental voucher program is proposed for the people living in sub-standard rental housing to upgrade to decent affordable housing. The revenue for this program is generated through introducing vacant property tax. Also by enabling the market to augment the rental housing through co-living with incentives that would increase rental yield.
