In-situ upgradation of the slum is the most ideal scenario for the upgradation of the slum. Vadodara is a peculiar case where 162 slums out of 174 have already access to basic services and also 99 slums had pre-dominant pucca houses. Hence the issue lay of slums being informal and giving tenure becomes a priority. with the help of tenure, they can have a physical asset and as a result, can live a better life. Therefore a new framework for legislation is proposed i.e. Gujarat Patta Act. Another essential aspect of upgrading slums is to have a bottom-up approach and expand the choices of slum dwellers and have them given the right to choose. Hence a program needs to be proposed where the bottom-up approach is influenced and the program becomes an umbrella where all four ladders of slum upgradation are covered. Those four ladders are as follows the provision of basic services, the intervention of development regulations, providing them with tenure, and incrementation of housing conditions.
