A strategic transport plan for Surat would need to take into account the city's unique characteristics and challenges, such as the high population density, the presence of industrial and commercial zones, and the need to improve air quality. The plan would need to prioritize the development of public transportation, such as buses, metro rail, and BRT (Bus Rapid Transit) systems, to improve connectivity and reduce traffic congestion.
