South City 2 is a residential colony spread across 200 acres of area in Gurgaon. The construction of Block D was completed in 2001, with 180 walk-up apartments. The increased demand for accommodation in the premise is not able to pace up with maintenance and continuous flow of the services. The lack of citizen engagement and the ignorance of the governing body has resulted in many issues that disturb the efficient flow of services in the premise. At present, there are 696 residents in the premise and there are several issues related to water supply, stormwater drainage system, security system and fire safety. Also, the existing Resident Welfare Association (RWA) dissolved because of fraud activities that resulted in a lack of transparency and trust of the residents in the officials. The significance of the issue as a larger picture is the lack of supply of services with increased demand due to lack of assets, citizen participation and awareness, and ignorance of the governing body. The aim is to study the assets, map and quantify all the utilities in the premise, perform the gap assessment by looking into the root cause of the issue and proposing solutions, for instance, water metering system for monitoring and ensuring the equal supply of water in the premise. These solutions are based on the best practices and rules and regulations, and framing FM Phasing Plan at the end that includes the installation and maintenance cost and schedule.
