PWD in relation with Contractors, Poona 1890–1910

The study delves into the interactions between contractors and Public Works Department (PWD) Engineers in Poona during the 1890s-1910s. Utilizing two key archival sources from the Poona PWD Archives, namely an 1895 Manual guiding PWD Officers on contractor dealings and a Project File detailing the extension works of Deccan College (1905-1907), the research explores nuances in interactions of contractors on building construction sites as opposed to major infrastructure projects. In contrast to existing works focused on large-scale projects, this paper investigates power dynamics through roles, decision-making, labour, material sourcing, contract terms, and payment rates. The findings reveal a systemic bias favouring the PWD, leading to unfair compensation and disadvantageous contractual terms for contractors, evident in denied appeals for just remuneration. There is also an emphasis on the need to understand the agency and challenges faced by various actors within the colonial system.
