CONstruct or CONserve? Reviving Heritage of Ahmedabad

Ahmedabad's heritage city is crumbling down to mud due to complex bylaws. In the city, we saw beautiful heritage buildings which, unfortunately, are falling apart due to neglect on the part of their owners and authorities. The majority of people do not want to renovate and even if they did, the cost of conservation makes it impossible. We are faced with the question of whether to Conserve or Reconstruct this heritage city of Ahmedabad knowing the heritage buildings' complexity.
